The critical infrastructure of the United States is currently vulnerable to a range of crippling attacks, especially in the cyber arena. However, public awareness of these vulnerabilities and detailed understanding of the risks is insufficient to support large-scale policy initiatives.

Previous analyses of the vulnerabilities have either been too technical in content, or too abstract to be a template for concrete action. The objective of this study will be to create a primer on U.S. critical infrastructure vulnerabilities, written in a form that is easily accessible to a wide range of audiences, including Congress, the policy community, government policymakers, and the general public.
